Nepal Rastra Bank (NRB), the central bank of Nepal, has issued a directive to all the banks in Nepal to regulate the funds and donations received by various small organizations in Nepal. They have directed all banks to provide information about all the organizations working and collecting funds now, and the amount they have received.
Moreover, the Nepal Rastra Bank has directed all of the banks in Nepal to transfer the amount received for earthquake relief to Prime Minister Relief Fund of Nepal.
The letter below has already been received by some banks, while others are still not aware of it. I did a quick check on Paragraph 79 of the Nepal Rastra Bank Act of 2058 (find it here in Nepalese, and here in English), which is cited in the letter as authoritative power, and it looks like such power can be granted to NRB. While we understand the potential concern of government to funnel out small organization duping foreign funds, we should strongly object the directive.
The number of organization working locally on small funds received from abroad is far larger than those potentially misusing funds. There is more to lose than to gain from this. This potentially implies that people will need to smuggle money into their own country if they wish to work independently of big organizations and government. [Source]
